Identifying Abandoned and Orphaned Children in Child Care Institutions (CCIs aka Child Shelters) and Supporting their Movement into the Legal Adoption Pool

MAHARASHTRA

With the support of Department of Women and Child Development (DWCD) in Maharashtra, our team is:

  1. Piloting our technology prototype in the CCIs of three districts – Aurangabad, Mumbai City, and Mumbai Suburban – to identify children who should be evaluated for adoption eligibility.
  2. Providing ground support for local authorities to assess the cases of identified children and complete the documentation, so they can bring eligible children into the legal adoption pool.
  3. Collecting ground usage feedback about the technology prototype to further develop it as an end-to-end solution for making children in CCIs visible, flagging children who should be evaluated for adoption eligibility, and tracking the process of declaring eligible children legally adoptable.

TELANGANA

With the support of the Commissioner of Women and Child Development (WCD) in Telangana, our team is:

  1. Evaluating the data of children in the CCIs and SAA (Specialised Adoption Agency) of three districts – Hyderabad, Rangareddy, and Medchal – to identify children who should be evaluated for adoption eligibility.
  2. Providing ground support for local authorities to assess the cases of identified children and complete the documentation, so they can bring eligible children into the legal adoption pool.
  3. Training the SAA and CCI social workers, Child Welfare Committee (CWC) members, and District Child Protection Unit (DCPU) social workers, specifically on the rules and processes of bringing abandoned and orphaned children into the legal adoption pool, as laid out in the Juvenile and Justice Act 2015 and Adoption Guidelines 2017.

IMPACT SO FAR

1. Identified that on average 35% of children in shelters are abandoned and orphaned

2. Provided breakdown of abandoned and orphaned children in CCIs, as well as children with unfit parents or guardians (for various reasons) to WCD.

3. Our implementation partner in Mumbai City, Bal Asha Trust, has started evaluating and supporting the movement of eligible children into the legal adoption pool.

4. Started working with CCIs, SAAs, CWC, and DCPU in Aurangabad to support further assessment of abandoned and orphaned children for potential movement into the legal adoption pool.

IMPACT SO FAR

1. Evaluated 200+ children so far, and supported the movement of 40+ children into the legal adoption pool. 4 of those children have already been adopted!

2. Trained 40 social workers on how to identify children for adoption eligibility.

3. Conducted consultative sessions with CWC and DCPU to present our findings and plan next steps for identified children.

4. Conducted consultative sessions with WCD’s tech development partner to integrate elements of our technology prototype into their tech platform.
